Sure can't. Unless the packaging on the light source specifies that it provides UV-B, it doesn't. (As an fyi, ~all~ lights produce UV-A to varying degrees) UV-B is essential for production of vitamin D-3 and calcium absorption... glass blocks 99.999% of UV-B radiation, so putting the tank near a window does nothing beyond making it impossible to control the temperatures inside the tank.
