How does one get a modification of divorce decree?

know of somebody hat "HAD" been married over 25 years, divorced & still paying alimony for over 20 years (court ordered till the ex dies or remarries). Want to know if anybody has taken anything like this to court to have it changed, stopped, etc (modified). It is called a modification of divorce decree, or want to find out if the ex is remarried.
