Question for a friend?

My friend lives in Virginia and has a 4 year old daughter that lives in NC with her Mom. She remarried and her husband is being re-stationed in Korea. The mother has custody of the child but my friend has visitation rights. They went through mediation instead of dragging things through the courts. Does anyone know if she would be able to take his daughter to Korea????????
