Who should I ask to review my "legalize marijuana" essay?

I wrote a research paper essay and I have to do a peer review on it. I've never done a peer review before, is there a certain type of format I should follow? are there certain questions I should ask my reviewer? Who exactly should I ask? Or can I ask any random person like my brother? Is the review supposed to be in MLA format? PLEASE help me i'm soo lost and I need answers in less than an hr!! It's going to be due. Please help me..
